LAUSANNE, Switzerland (Reuters) - Any competitor from Russia or Kenya wishing to take part in the Rio de Janeiro Olympics will need to be individually evaluated against doping and declared eligible by their sport's international federation, Olympic chief Thomas Bach said on Tuesday.
